Belinda O'Toole

Belinda is the Global General Counsel of Deloitte and a member of the Deloitte Global Executive team. She provides strategic legal counsel to the Deloitte Global Executive, the Global Chair, and the Global Board, aligning legal strategies with organizational goals. Belinda leads a team of lawyers and ethics professionals across the globe, including the US, Canada, the UK, and Australia, overseeing corporate transactions, governance, risk management, litigation, and ethics compliance across the Deloitte network. A highly skilled legal executive and strategic business partner, Belinda has extensive experience in managing regional and global legal operations, driving corporate governance, and ensuring regulatory compliance across jurisdictions. She plays a key role in supporting Deloitte’s technology initiatives, including artificial intelligence, by offering pragmatic and commercially focused legal advice. Previously Belinda was the General Counsel of the Deloitte Asia Pacific Member Firm, where she led a team of lawyers across eight firms and serving as Board Secretary from 2018 to 2021. As Asia Pacific Regional Legal Counsel for Deloitte Touche Tohmatsu Limited, she advised on the merger of five firms spanning 30 geographies in the Asia Pacific region. Belinda became Partner at Deloitte Australia in 2014. With 24 years of legal experience, including 19 years at Deloitte, Belinda’s career spans roles across Australia, Asia Pacific, Central Europe, and a secondment in New York. She began her career as a litigator before transitioning to in-house litigation at Deloitte Sydney, where she was Associate General Counsel and led the Litigation & Claims practice for Deloitte Australia.
